Those Served by TFC:
- Males and females between birth and 17 years of age from a variety of cultural and ethnic backgrounds
- Youth with special needs whose biological families are unwilling or unable to care for them in their own homes
- Youth with special needs which cannot be adequately addressed in traditional foster care
- Juvenile offenders.
